Viinikankatu underground road connection – development phase project in downtown Tampere

Kreate is implementing a major infrastructure project in downtown Tampere, involving the construction of the first section of an underground road connection from Viinikankatu to the railway station. The project serves as a starting point for the next phase of development of parking and traffic solutions in the city centre, as well as for connecting the P-Hämppi extension to south-eastbound traffic.

In February 2026, Kreate and the City of Tampere signed a development phase agreement for the implementation of the first contract for Viinikankatu and the underground road connection.

This demanding project includes the construction of a new entrance to the University Tunnel, the renovation of Viinikankatu, and extensive reorganisation of streets and intersections. The construction work will be carried out near heavy traffic and sensitive structures, which requires careful planning and excellent coordination during the work.

During the development phase, we work with the client and project team to determine the best implementation solutions and ensure that the initial data – such as soil, rock, and groundwater – is sufficient. The contract covers the construction of special foundations, concrete tunnel construction, and future rock tunnel connection solutions into a single comprehensive solution.

The technically challenging 30-metre-deep excavation creates special characteristics for the project, which Kreate’s experienced infrastructure professionals are best suited to solve.

The implementation phase is expected to begin in spring 2026. The contract value is approximately €24 million, which will be specified during the development phase based on the construction solutions selected. The implementation phase will commence with a separate agreement. Kreate will record the project in its order book once the implementation phase begins.
